Global Networking Talent 3.0 Plan



The overall aim of this plan is to enhance the quality of talents in Taiwanese biomedical engineering field and focus on medical devices research and development. Due to the high-added value and regulatory hurdles of medical device, it is ideally suitable for Taiwan traditional manufacturing, information, communication and electronic industry to set it as a goal for industrial upgrading. Additionally, it is also one of the essential industrial fields that the government emphasizes a lot in recent years. With the help of this plan, the enhancement of biomedical engineering research and professional talents not only improves the capacity of domestic medical device R&D but also efficiently leads the upgrading of the traditional industries to correspond to the promoted policy of international medical industry.   


Since the medical device R&D is interdisciplinary-diverse and clinical-applicable, we divide the aims of this plan into two parts. The first one is improving the interdisciplinary integration of biomedical engineering R&D talents. It not only is the general integration of biomedical engineering, electromechanical and materials engineering but also the interdisciplinary fusion of medicine and engineering. International biomedical engineering talents lead domestic R&D personnel of medical devices to realize the importance and methods of integration. Additionally, we attract top clinical experts to join in medical device R&D and assist in improving the capacity of biomedical engineering R&D to make the research and development meet the needs of the clinical medicine field.    


The other part is enhancing the industrialization of medical device R&D. The limited market for Taiwanese medical device and the compression of the health care system lead to the lack of vision. Domestic manufacturer can’t or are not willing to enhance the capacity to introduce the innovational medical devices. With the guidance of international medical device industrial experts, we can not only immerse the aim of industrialization into the R&D process but also expand our international market.




(1) Interdisciplinary integration and innovation achieved by Medical Device Innovation Center.

     National Cheng Kung University is developed on the base of its engineering subjects; by combining some more professional fields like biology and medicine, especially the capacity of the clinical medical center, NCKU has brilliant results on research and academia-industry cooperation of medical engineering, and successfully made the medical device industrial cluster locate and develop in Southern Taiwan Science Park. In order to promote “Aim for top university project” of the Ministry of Education, NCKU established “Medical Device Innovation Center” in the Phase II of the project to integrate medical engineering R&D groups in both NCKU and Southern Taiwan and enhance the performance of internationalization and industrialization, expecting to make medical engineering and medical device R&D more capable.   


(2) Development of Medical Device Innovation System

     High-order talent plan for project faculty of the Ministry of Education has approved NCKU to hire 10 teachers in the name of “Development of Medical Device Innovation System” in three years from 2014. And now we are promoting Global Networking Talent 3.0 Plan‐Biomedical Engineering, through the international links developed by NCKU Biomedical Engineering and Medical Device Innovation Center, we will invite top international R&D personnel to NCKU to cooperate with or give advice to our medical device R&D teams. We expect to enhance the quality of domestic medical device talent, integrate the transdisciplinary R&D capacity, develop medical device innovation system and make it not only innovational but also valuable. Our R&D cooperation institutes include Stanford University, University of Washington, University of Michigan, University of Pittsburgh, Moscow University, Osaka University, Mayo Clinic, etc. In the aspect of enhancing the industrialization of medical device R&D, we will cooperate with international experts of medical device R&D, such as Dr. Thomas J. Fogarty (Founder of Fogarty Institute for Innovation), Dr. Harry J. Harris (Founder of Healthcare California), Dr. Yue-Teh Jang(Medeon Biodesign), technology venture investment experts Dr. Chin-Chu Chen and Dr. Hsing Kung to cultivate domestic talents for medical engineering academic research and industry R&D.



(3) Promoting “Global Academia-Industry Alliance, GAIA” Innovation Model.

      We connect the existent international links with Global Networking Talent 3.0 Plan‐Biomedical Engineering and expand the scope of top international talents recruitment. And then with the assistance of those top R&D specialists, we will assign domestic scholars and industrial experts of medical engineering to first-rated overseas institutes for medical device R&D to do researches or participate in product development. Additionally, we will also help domestic medical device manufacturers cultivate internationalized talents and thus promote industrial transformation. Finally, through the recommendation of the recruited top medical engineering R&D talents, we can establish cooperation with middle-aged first-rated specialists and attract them to Taiwan to conduct long-term researches, develop sustainable global network and lead the international marketing.
